FIJI, APCSS partner to develop new security system |
To help strengthen Fiji’s comprehensive security capabilities, its government, in partnership with the Asia-Pacific Center for Security Studies, conducted a Security Sector Development Workshop in Suva Feb. 24-27. Fiji is in a period of political transformation and hopes to build a new national security system based on democracy and the evolving regional security environment. Focus on terrorism: CSRT 15-1 in session at APCSS |
Four debates addressing issues impacting terrorism, such as poverty and media coverage, are energizing Fellows attending Comprehensive Responses to Terrorism 15-1 at APCSS. One hundred seven Fellows from 47 locations are attending the Feb. 11 to March 13 course. The program provides security practitioners in the Asia-Pacific region, as well as from other designated countries around the world, the operational and strategic-level skills necessary to enhance their ability to understand and combat terrorism and transnational threats. |

APCSS name change honors long-time U.S. senator |
|
The Hawaii Congressional delegation announced the redesignation of the APCSS as the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS). The redesignation was signed into law by the President in December 2014. “We’re proud and humble that we will now formally bear the name of the man who was at the center of the founding of this center …Senator Daniel K. Inouye,” said APCSS Director Lt. Gen. (Ret.) Dan Leaf. To read more, click here. |

In his article, "Communication and Strategy Development," Herman Finley describes how complex adaptive systems influence both strategy development and communications efforts supporting strategy response. He walks through the various processes involved in CAS development and discusses the myriad interactions of involved agents. Finley states in the article, "Strategy and communication are an integral whole best practiced as art not science. The strategist, as artist, uses principles not checklists, intuition more than rules, to collaboratively shape a better future in a world composed of interconnected complex adaptive systems."

While attending APCSS courses, Fellows are required to complete a Fellows Project which may be done as a presentation, research paper or policy brief. APCSS is now making these papers available on line with our new “Alumni Perspectives” publications.
Lt. Col. Vanndy Piv (ASC 14-3), chief of the Royal Cambodian Armed Forces' international relations office, advocates an increased role for Cambodian women in decision-making processes impacting national and defense policy, and security development. In his paper, "Empowering Cambodian Women's Full Participation in Defense and Security Sectors," Piv addresses challenges women face in four key areas and offers possible recommendations for improvement.
